Job Description

Manages all aspects of consumer lending, indirect lending, mortgage lending and collections. Ensures the lending and collections operations are conducted in accordance with established policies and procedures while adhering to all State and Federal regulations and rules.


Duties & Responsibilities

Other duties may be assigned.
  • Assumes responsibility for the development and implementation of effective Lending and Collections planning.
    • Grants credit and establishes credit limits to members by reviewing measurements such as disposable income, debt-to-income ratio, ratio of unsecured credit lines utilized to limits, credit worthiness, collateral value, capacity to repay, and job and/or residence stability of the borrower.
    • Analyzes, recommends and implements back-end product offerings such as GAP waiver, warranty, credit life, credit disability and other offerings associated with all loan types. Measures sales of these offerings and ensures claims are administered per the terms of the agreements.
    • Understands and can effectively apply mortgage lending policies and procedures to all mortgage lending situations. Solves mortgage concerns regarding finance charge calculations and amortization schedules, surveys, titles, etc. by coordinating with attorneys, title companies, and other third-party providers. Effectively analyzes borrowers’ personal financial statements and tax returns. Understands mortgage loan servicing, escrow analysis, Home Mortgage Disclosure Act (HMDA) reporting, and purchasing and selling mortgages in the secondary market. Analyzes residential appraisals to validate collateral values.
    • Participates as a member of the Asset Liability Management Committee (ALICO) that establishes credit union interest rates and assesses overall credit union financial performance.
    • Participates in strategic planning, organizing, coordinating, and controlling the credit union's corporate and operational business affairs.
    • Participates in Board of Director long range planning and reports financial and production performance to the Board at their regularly scheduled monthly meeting as requested.
  • Ensures the effective performance of lending related services.
    • Establishes and maintains Consumer Lending, Indirect Lending, Real Estate and Collection, policies and procedures to ensure compliance with regulations.
    • Improves processes, and ensures operations maintain maximum efficiency.
    • Evaluates and reviews new products and services to ensure the departments are running at maximum productivity.
    • Actively participates in Neighborhood Credit Union committees by analyzing and coordinating new technology initiatives, and business process improvements.
  • Assumes responsibility for the effective administration of lending functions.
    • Reviews financial reports, and performs audits to monitor lending, collection, and commercial activity; and validates current underwriting policies and practices.
    • Works with system providers to ensure the Lending and Collections functions operate at maximum efficiency and researches, recommends and implements enhancements to the core and add-on systems.
    • Forecasts, analyzes and monitors relative expense and income budgets to ensure the department is operating efficiently.
    • Participates as a member of Incentive Committee and administers lending incentives.
    • Assists examiners and auditors to ensure lending and collection practices comply by providing necessary information, answering questions, and explaining exception items.
  • Effectively supervises personnel, ensuring optimal performance.
    • Provides leadership to assigned personnel through effective objective setting, delegation, and communication. Conducts staff meetings as required. Assigns, directs, and coordinates work.
    • Instructs personnel regarding policy, procedure, and program changes and ensures they are well informed regarding related legal and regulatory developments.
  • Assumes responsibility for ensuring professional business relationships are established and maintained with customers, vendors, the business community, and trade organizations.
    • Coordinates with credit card companies, credit bureaus, insurance companies, collateral protection agencies, and registry offices to assess and manage risk.
    • Ensures the Company's professional reputation is maintained throughout lending and business transactions with customers.
  • Assumes responsibility for related duties as required or assigned.
    • Maintains awareness of changes in the credit and collections fields, including government regulation, technological advancements, and economic impacts.
    • Performs such other functions that might be needed from time to time and assists others to complete tasks and work assignments.  

 

Knowledge and Experience

  • Education/Certification
    • Bachelor’s Degree required.
    • Graduate Degree or post undergraduate designation such as CUNA Management School preferred.
  • Required Knowledge
    • Thorough knowledge of Company loan products and applicable policies and standards.
    • Understanding of government regulations and legal requirements involving lending, collections, insurance and related functions.
    • Ability to utilize Loan Operating System (LOS).
  • Experience Required
    • Minimum five years lending experience in a bank, credit union, finance company or savings and loan, or the equivalent combination of formal training and experience obtained at a credit granting institution of comparable size and complexity.
  • Skills/Abilities
    • Excellent communication and public relations skills.
    • Ability to analyze business related data and draw accurate conclusions from the analysis.
    • Detail oriented.
    • Ability to write policy statements, procedural and operating manuals, and speak effectively before groups of employees or members of the credit union.
    • Ability to solve problems and deal with a variety of concrete variables in situations where only limited standardization exists.
    • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
    • Must be able to use the credit union's computer system, telephone and all related business equipment.
    • Well organized.
    • Ability to assist others.
