
Who We Are: Neighborhood Credit Union, the oldest credit union in the Dallas-Ft. Worth Metroplex, is a not-for-profit, member-owned, volunteer-directed financial cooperative that provides fiscally sound, economically creative banking solutions for Dallas-area families.
What We Do: Unlike traditional banking institutions, our goal is not to make a profit from our customers. As a not-for-profit organization, Neighborhood Credit Union is in the business of helping people achieve their short- and long-term financial goals for their families. Through unique products like the Prize Savings Account in which members can win money by saving money, and through community investment including college scholarships and financial education, Neighborhood Credit Union exists to help its North Texas neighbors improve their financial health and well-being.
Who We Serve: Any person who lives, works or worships in Dallas County, Ellis County or the City of Arlington is eligible for membership. Built on more than 75 years of relationships and trust, Neighborhood Credit Union serves some 30,000 members any of whom are un-served or underserved by traditional banking institutions. Neighborhood Credit Union values its members as more than just account-holders. They are real people with real financial questions, challenges, and life decisions and we are here to help them.
How We Began: Originally known as Dallas Postal Credit Union, Neighborhood Credit Union opened its doors to its first members in April 1930, just months after the U.S. stock market crashed. During the Great Depression, when American confidence in financial institutions was at an all-time low, Dallas Postal Credit Union won the trust and loyalty of its charter members with a commitment to serving their immediate- and long-term financial needs. Since then the credit union has grown from its original membership of 72 to some 30,000 North Texans.
Where We Are Now: In 2001, the credit union officially changed its name to Neighborhood Credit Union - a name that more accurately reflects the diverse base of some 30,000 members, the growth of their assets (now topping $300 million), and Neighborhood's ongoing effort to offer members convenient service in their neighborhoods and communities. Neighborhood currently has branches in Oak Cliff, North Dallas, Arlington, Mesquite, Duncanville, Lancaster, Grand Prairie, Richardson, and Waxahachie. Committed to the credit union philosophy of people helping people, the directors of Neighborhood Credit Union serve as unpaid volunteers. Elected to three-year terms, the directors are charged with setting the credit union's policies and ensuring the best interests of its member/owners.
Gerald Townsend - Director; Neighborhood Credit Union member since 1967; board member since 1993; 37-year United States Postal Service veteran, retiring in 2002 as Postmaster for the City of Mt. Pleasant.
Carolyn Mathis - Director; Neighborhood Credit Union member since 1972; board member 2001; 37-year United States Postal Service veteran who retired as Postmaster for the City of Duncanville. Credit Union National Association awards: the Filene Award (2004).
Dwayne Boozer - Chairman; Neighborhood Credit Union member since 1970; board member since 1988;United States Postal Service veteran and retiree; Credit Union National Association awards: the Filene Award (1990), the Raiffeisen Award (1993), and the Technology Award (2003).
Dwain Woodard - Secretary/Treasurer; Neighborhood Credit Union member since 1963; board member since 1979; 33-year United States Postal Service veteran, retiring in 1990 as a manager of mailing requirements.
David Davis - Director; Neighborhood Credit Union member since 1953; board member since 1969; 40-year United States Postal Service veteran, retiring in 1992 as Postmaster for the City of Lewisville.
Calvin Phillips - Director; Neighborhood Credit Union member since 1950; board member since 1996; former president and CEO (1961-1988); former chairman of the Texas Credit Union Commission and Texas Credit Union League.
Lisa Salas - Director; Neighborhood Credit Union member since 1980; board member since 1996; 25-year United States Postal Service veteran, retired real estate specialist for the Southwest Area Facilities Service Office.
Jimmy Slayton - Vice-Chairman; Neighborhood Credit Union member since 1970; board member since 1976; former board chairman; 30-year United States Postal Service veteran, retiring in 1998 as a real estate specialist.
Arthur Young - Director; Neighborhood Credit Union member since 1963; board member since 1981; 39-year United States Postal Service veteran, retiring in 1997 as Postmaster for the City of Richardson. Credit Union National Association Awards: the Filene Award (1990), the Raiffeisen Award (1993), and the Bergengren Award (1995).

President and CEO - Chet Kimmell, has served as president and CEO of Neighborhood Credit Union since 1995. Under his leadership, the credit union assets have topped $250 million and membership has grown to some 30,000 people. Chet serves on the boards of directors for Town North Bank and SWACHA, where he is a former chairman of the board. He also has served on several committees of the Texas Credit Union League, including the TCUL PAC Advisory Committee. Kimmell earned a Bachelor of Business Administration from the University of Texas at El Paso and a Master of Science in Accounting from Texas Tech University.
Chief Financial Officer - James Frankeberger manages the accounting and finance areas, along with information systems, operations support, and facilities operations. A 20-year veteran of the credit union industry, he previously served as Director of the Dallas office of the accounting firm McGladrey and Pullen’s National Credit Union Division, where he managed over $30 billion in audit clients. James is a graduate of California State University at Fullerton with a Bachelor of Arts in Business Administration, with a concentration in Finance. He is also a Certified Public Accountant, licensed in Texas
Senior Vice President - Carolyn Jordan manages the credit union retail services and development, including all nine branch locations, the Member Service Call Center, e-services, marketing and community relations. She recently graduated Magna Cum Laude from Texas A&M-Commerce with a Bachelor of Science in Business Administration. With over three decades of industry experience, Carolyn is well respected by her peers on the local, state and national levels. She is a past Chair of the CUNA Operations, Sales and Service Council, a nationwide forum to help credit unions share best practices and improve their performance.
Senior Vice President of Lending and Collections - Mike Roark leads the lending and collections teams. Mike has worked in the financial services industry since 1981, and has spent over 20 years in the credit union industry. As a member of the Board of Directors of the Dallas Chapter of Credit Unions and a Member of the Executive Committee of the Texas Credit Union League’s Lending Council, Mike is very involved in the credit union movement. He has a Bachelor’s degree from the University of Oklahoma and a Masters degree from Oklahoma City University. In addition, he is a United States Navy Veteran.
